On February 24th, the 8th session of the 1st expansion conference of the Central Military Committee of the Workers' Party of Korea was held at the headquarters of the Central Committee of the Party. Gyeong Ae-ha , Secretary General of the Workers' Party of Korea and Chairman of the State Council of the Democratic People's Republic of Korea Comrade Kim Jong-un directed the 8th Annual Meeting of the Party Central Military Committee. Comrade Lee Byung-cheol, vice-chairman of the Central Military Committee of the Workers' Party of Korea, participated in the expansion meeting. In addition, command members of the Korean People's Army military class and corps-level units, executive members of the People's Army Party Committee, commanders of some armed forces, and vice presidents of relevant departments of the Party Central Committee participated. In the first expansion meeting of the 8th Central Military Committee of the Workers' Party of Korea, a series of deficiencies arose in the military political activities and moral life of the commanding members of the People's Army, and the issue of thorough establishment of revolutionary moral rules in the People's Army was discussed. It was done.

Dear Companion General Secretary, at the meeting, said that establishing revolutionary moral rules for the people's armed forces was not a simple practical matter, but a fateful matter related to the survival of the people's armed forces and the success or failure of military construction and military activities. Above all, he said that liberal arts programs and controls should be strengthened to set the political consciousness and moral perspective of the command members of the new generation.  At the conference, the establishment of revolutionary discipline and moral spirit in all party organizations and political institutions in the People's Army alternative is the main purpose of thoroughly establishing the commanding force system of the current party center, strengthening the combat power, and developing the noble mental and moral superiority of the revolutionary army. Emphasis was placed on putting it out as a task and proceeding with high intensity. The meeting next dealt with organizational issues concerning the dismissal and appointment of major officers in command of armed forces. The Central Military Committee of the Workers' Party of Korea appointed Comrade Kim Seong-gil as commander of the Naval Forces of the Korean People's Army and awarded the military title of lieutenant general.

Comrade Kim Chung-il was appointed commander of the aviation and anti-aircraft forces of the Korean People's Army and awarded the military title of the aviation army lieutenant general. The meeting also adopted a decision to raise the military titles of key command members. According to the decision of the Central Military Committee of the Workers' Party of Korea, the second-ranking title of the Korean People's Army was awarded to Comrade Kim Jong-gwan, the Defense Minister of the Democratic People's Republic of Korea and Comrade Kwon Young-jin, head of the General Political Bureau of the Korean People's Army.
